2 arrested in scheme to lure man onto boat, kill him and dump body overboard

The FBI on Thursday arrested a man in Fountain Valley and a woman in San Juan Capistrano, saying the pair lured a man onto a boat with the promise of a fishing trip in order to kill him over a debt he owed.

Hoang Xuan Le, 38, of Fountain Valley, is charged with first-degree murder, and Sheila Marie Ritze, 40, of San Juan Capistrano, is charged with being an accessory after the fact, authorities said.

The victim was duped into coming aboard a boat, the Sea Konig, in the Dana Point Harbor on Oct. 14 under the guise of an overnight lobster fishing trip, according to federal criminal complaints filed late Wednesday and unsealed Thursday.

SACRAMENTO, CALIF. (AP) — Sacramento County will pay more than $25 million to the family of a 12-year-old girl who was left with brain damage after her family car was struck by a sheriff's patrol car vehicle.

The settlement this week is the largest for a civil lawsuit in county history, the Sacramento Bee reported Thursday.

Julian Awad, then age 10, was in a car driven by her father on July 14, 2017, in the unincorporated Arden-Arcade area when it was struck by a sheriff's sport utility vehicle.

The car was making a left turn when it was hit by the speeding patrol vehicle, which was answering a report of a fight in progress.

Suspect went for a gun before Modesto officers shot him, body camera footage shows

The Modesto man fatally shot by police officers at a Motel 6 on Friday night can be seen lifting a mattress and grabbing a gun in the moments just before he was shot, body camera footage shows.

Modesto police were at the motel at 1920 West Orangeburg Avenue to assist a bail bondsman with taking 54-year-old Raymond Lee into custody. Lee had outstanding felony warrants, according to a press release from the Modesto Police Department.

In the video released by police, officers can be seen and heard banging on the motel room door, announcing they are police, and ordering Lee to come out with his hands up.

They did this for about a minute before using a key card to open the door.

4 arrested in connection to more than 100 car burglaries in Modesto, police say

MODESTO, Calif. — Property crimes detectives in Modesto arrested four people believed to be connected to more than 100 vehicle burglaries over the last month.

This week, police arrested 36-year-old Carmen Johnson of Oakland, 27-year-old Kevin Blocker of Stockton, 28-year-old Shawntanique Blocker of Oakland and 27-year-old Latrell Moore of Stockton.

According to Modesto Police officials, the four had been stealing electronics and any other valuables left inside vehicles. All four suspects are facing charges of burglary, evading arrest and conspiracy.

Auto burglaries have been on the rise in Northern California. Last week, a Modesto woman shared home surveillance footage of a person burglarizing her vehicle as it was parked in her driveway. The suspect was gone in less than a minute. Modesto police did not say if this is one of the more than 100 alleged crimes to which the four had been connected.

Court rejects California cities’ brief

Turlock and other cities across the nation’s hands have been effectively tied in how to deal with the homeless by the United States Supreme Court.

The high court refused to review a 9th District decision that makes it harder for cities to keep homeless people from sleeping on the streets.

Twenty California cities filed “friends of the court” briefs in a bid to get the Supreme Court to consider hearing an appeal on the 9th District Appellate Court ruling regarding Boise, Idaho law that made it illegal for the homeless to sleep on the street.

The court ruled that Boise could not constitutionally make it a crime for the homeless to sleep on the streets or in public places if there is no shelter available for the homeless.

“It is disappointing that the Supreme Court will not grant a hearing on the 9th Circuits’ Boise decision,” said Turlock Police Captain Steven Williams.

California health officials warn of possible measles exposure at LAX

Los Angeles (CNN)Three people with the measles virus recently traveled through Los Angeles International Airport, the LA County Department of Public Health said Monday, as it warned that others may have been exposed.

The three people, who do not live in Los Angeles, were in the airport December 11 between 6:50 a.m. and noon in Terminals 4 and 5, the department said.
Anyone who may have been at the those terminals on December 11 are at risk of developing measles for up to 21 days after being exposed. The department urged people to monitor themselves for illness or unexplained rash from seven to 21 days after their exposure, and to call a health care provider immediately if symptoms develop.

Modesto woman is expected to survive robbery shooting behind bar in downtown Turlock

A Modesto woman is expected to survive a gunshot suffered when she was robbed early Sunday in the parking lot behind Staley’s Club on the 400 block of East Main Street, according to Turlock police.

Patterson resident Steven Sawyer has been arrested in the crime, and police are following leads on an additional possible suspect or suspects, the Police Department said in a news release Monday morning.

Multiple callers reported the crime about 1:50 a.m. Sunday. Officers arriving on scene stopped a vehicle they saw leaving the area and arrested 29-year-old Sawyer, who was driving.

Years after our country emerged from the Great Recession, several Southern California cities have failed to prepare for the next downturn.

In October, California State Auditor Elaine Howle published fiscal health scores for 471 California cities. She found that many were ill-prepared to cover rising pension and other post-employment benefit expenses: a condition that would worsen if a new recession depresses tax revenues and decimates pension fund assets.

The state auditor assigned Compton the lowest score due to its lack of financial disclosure. The most recent audited financial statement on the city’s website is for the fiscal year that ended June 30, 2013. A 2014 audit was published but later retracted after the independent certified public accounting firm withdrew its opinion. Unfortunately, had Compton been able to produce more recent audited financials its score would likely still have been relatively low. Unaudited data that the city provides to the state controller shows  Compton has a negative general fund balance, which is roughly analogous to an overdraft on an individual’s checking account.
