Lower Positivity Rate, Other Factors Gets Orange County Removed From California’s Coronavirus Watch List

FULLERTON (CBSLA) — Orange County was removed on Sunday from the state watch list about areas of concern in California during the coronavirus pandemic.

Officials reported 153 new coronavirus cases and one additional death on Sunday, bringing the countywide total to 45,954 cumulative cases and 897 deaths.

Orange County’s positivity rate is 5.4%, below the state’s desired threshold of 8%, which contributed to the county being removed from monitoring.

The number of people hospitalized in the county has also been dropping leading to more availability of intensive care unit beds and ventilators.

Orange County is currently at 380 coronavirus-related hospitalizations as of Sunday, with 111 of those patients being treated in the ICU.

Mexican National Charged with Marijuana Cultivation Operation in Stanislaus National Forest in Tuolumne County, Department of Justice Reports

FRESNO, Calif. — A federal grand jury returned a three-count indictment on Thursday against Eleno Fernandez-Garcia, 36, a native and citizen of Mexico, charging him with conspiring to manufacture, distribute, and possess with intent to distribute marijuana, manufacturing marijuana, and damaging public lands and natural resources, U.S. Attorney McGregor W. Scott announced.

According to court documents, the cultivation operation consisted of over 1,000 marijuana plants and was located in the Basin Creek drainage in the Stanislaus National Forest in Tuolumne County. Fernandez was found at the grow site in possession of pruning shears and two cellphones covered with marijuana debris. The cultivation operation is alleged to have caused significant damage to the environment. The area is near recreational activities and a natural spring used for bottled water.

This case is the product of an investigation by the U.S. Forest Service, the California Department of Fish and Wildlife, and Campaign Against Marijuana Planting (CAMP) of the California Department of Justice. Integral Ecology Research Center, a nonprofit organization dedicated to the research and conservation of wildlife and their ecosystems, analyzed and documented the environmental damage. Assistant U.S. Attorney Karen A. Escobar is prosecuting the case.

CalFire orders evacuations east of San Jose city limits

SAN JOSE — The California Department of Forestry and Fire Protection late Wednesday ordered residents living east of San Jose’s city limits to evacuate as the SCU Lightning Complex Fire neared the area.

The evacuation order also applies to areas south of Mt. Hamilton Road; north of Metcalf and San Felipe roads, east to the county line; and east of San Antonio Valley Road to Del Puerto Canyon Road to the county line.

In addition, the following areas are under an evacuation warning as a result of the fire:

  • East of Shingle Valley Road and everything east of Anderson Lake, east of Coyote Creek, east of Coyote Reservoir, east of Roop Road, east of Leavesley Road, east of Crews Road and east of Ferguson Road
  • East and north of Highway 152
  • West of the Merced County line, north of Highway 152
  • South of Metcalf Road at Shingle Valley Road east to the Stanislaus County line

California county OKs legal enforcement of health orders

VENTURA, Calif. (AP) - Ventura County leaders have approved the use of restraining orders and other enforcement actions against individuals and businesses who refuse to comply with local and state health orders to control the spread of the coronavirus.

The decision at a special meeting Tuesday of the Board of Supervisors gave County Counsel Leroy Smith discretion to seek court enforcement of health mandates, the Ventura County Star reported.

Smith told the newspaper that the nature of any orders and the identities of the parties involved would only be released after litigation is filed.

Meanwhile in neighboring Los Angeles, Mayor Eric Garcetti announced a crackdown Wednesday on house parties that have brought hundreds of people together despite health orders banning large gatherings.

Broiling temperatures in L.A. County, Inland Empire expected to last through Monday

Searing temperatures in inland areas of Southern California are expected to last through Monday, extending the suffering for vulnerable and unhoused people across the region who have nowhere to escape the heat.

“It’s been a miserable week,” said Paul Read, co-founder of the homeless services provider Passion, which does outreach in the San Fernando Valley. “People don’t want to go out in the heat. They’re getting dehydrated.”

Temperatures have hit triple digits in the Antelope Valley cities of Lancaster and Palmdale, as well as in parts of Riverside County, where the Apple fire has burned more than 4,100 acres. The broiling weather is expected to continue through Sunday, easing slightly on Monday and cooling later in the week, according to National Weather Service meteorologist Lisa Phillips.

California governor urges mask-wearing as virus cases rise

SACRAMENTO, Calif. -- Californians should wear masks and skip Fourth of July family gatherings, Gov. Gavin Newsom pleaded as the state’s coronavirus tally surged. But the governor stopped short of threatening a crackdown on those who violate state public health orders.

Newsom on Thursday urged people to turn to their “better angels” and use common sense but said, “It’s more education. I’m not coming out with a fist.”

His request came a day after over 4,000 more cases of COVID-19 were reported in California.

While some areas of the state have shown relatively few cases, some of the most densely populated are struggling with rapid rises in infections and hospitalizations. The rates of hospitalizations and positivity — the proportion of those tested who were found to have the virus — have soared over the past two weeks.

Governor orders bars in 7 California counties to close

SACRAMENTO, Calif. (AP) — Gov. Gavin Newsom on Sunday ordered bars that have opened in seven California counties, including Los Angeles, to immediately close and urged bars in eight other counties to do the same, saying the coronavirus was rapidly spreading in those parts of the state and that bar settings create a higher risk of transmission.

Los Angeles is the most populous county affected by the mandatory bar closure order. The other counties are: Fresno, San Joaquin, Kings, Kern, Imperial and Tulare.

State officials asked eight other counties — Contra Costa, Santa Clara, Sacramento, Riverside, San Bernardino, Ventura, Santa Barbara and Stanislaus — to issue local health orders closing bars.
