Phase 2 reopening: Marin, San Francisco, San Mateo counties allowed to ease some COVID-19 restrictions today

MARIN, Calif. (KGO) -- Many retailers and businesses in Marin, San Francisco, and San Mateo counties are allowed to partially open as part of California's Phase 2 plan to reopen amid the novel coronavirus pandemic.

Much of the North Bay is already in Phase two. Alameda and Contra Costa Counties say they'll begin to move on to the next phase soon and Santa Clara County has no date set to begin easing shelter-in-place restrictions.

"We're going to do everything we possibly can to make it right and put our best foot forward," says Tom Malvino who owns Louis Thomas Fine Men's Apparel and Formal Wear in Marin County.

Malvino will be back at work Monday as Phase 2 allows retail stores to open with curbside pickup.

City, county reopen Tenth Street Place after restricting public to stop coronavirus

Modesto and Stanislaus County reopened Tenth Street Place — the city-county administration center in downtown — to the public Monday but ask residents to only go there if they cannot take care of their business online or by phone.

The city and county closed the building to the public about two months ago as part of limiting the spread of the new coronavirus.

Officials are encouraging people to wear face masks and a limited number will be available for people who don’t have them. But the city and county are not requiring masks.

Could California really go it alone?

Gavin Newsom isn’t the first governor to describe California as a nation-state but he has been the term’s most vociferous gubernatorial exponent.

What does it mean?

Newsom offered this explanation in a recent interview with The Atlantic magazine:

“Look, we’re the fifth largest economy in the world, 40 million strong, we’re as diverse a state as exists in this country, [with] 20-some percent of the state foreign-born.”

He continued: “This narrative of punching above our weight, this narrative around being a nation-state – that narrative is a big part of the California spirit, of being dreamers and doers, this entrepreneurialism that the future happens here first. There’s a pride in that; there’s perhaps an arrogance at times.”

Massive Northern California reservoir project scaled back to reduce costs

An ambitious plan to build the largest new reservoir in California in 40 years to supply water to homes and businesses from the Bay Area to Los Angeles, along with Central Valley farmers, is being scaled back considerably amid questions about its $5 billion price tag and how much water it can deliver.

Sites Reservoir is proposed for construction in remote ranch lands in Colusa County, about 70 miles north of Sacramento. The reservoir, originally designed to be four times as big as Hetch Hetchy Reservoir in Yosemite National Park and nearly as big as San Luis Reservoir between Gilroy and Los Banos, received more money than any other project two years ago from a water bond passed by state voters during California’s historic drought.

But supporters still haven’t found enough to pay all the construction costs.

OUTDOORS UPDATE: Access to Lakes McClure and McSwain now includes Turlock, Denair, Hughson, Hickman, Waterford, Oakdale

Under current coronavirus health orders, the definition of local residency for access to Lakes McClure and McSwain been expanded to include Turlock, Denair, Hughson, Hickman, Waterford and Oakdale. Boating is now allowed, as is camping for those with RVs, motorhomes and trailers having self-contained restrooms. Bagby and Horseshoe Bend Recreation areas also opened this week.

Access to the reservoirs was suspended in March in response to the coronavirus pandemic under state health orders.

In addition to those communities recognized today, other nearby, local residents are considered to be the following:

Those from Mariposa County.
Those within 10 miles of the lakes as well as residents around Coulterville and La Grange.

Those from the Eastern Merced County communities of Snelling, Planada, Le Grand, Merced, Atwater, Winton, Cressey, Ballico and Livingston.

What Modesto, other school districts have in works for virtual graduation ceremonies

Some kids will walk, others will TikTok. They’ll hear their names called, wear their caps and gowns and receive words of encouragement from dignitaries and student speakers.

In similar but various ways, school districts in Stanislaus County are working to ensure the Class of 2020 has virtual graduation ceremonies that approximate in-person commencements as much as possible. Some districts are doing the same for eighth-graders as they move on to high school.

Districts have said virtual commencements are not meant to replace in-person events, which they still hope to have sometime during the summer if social-distancing restrictions are lifted.

Stanislaus County reports two more deaths to coronavirus, bringing total to 17

Two more Stanislaus County residents have died of the coronavirus, officials said Wednesday, bringing the total to 17.

Both women had “underlying medical conditions,” the county Health Services Agency said in a news release. That was the case for all 15 of the other men and women who have died, including nine at Turlock Nursing and Rehabilitation Center.

The East Tuolumne Road center reported the ninth death Tuesday. An online update Wednesday said 95 residents and 36 employees have tested positive for COVID-19. The resident figure includes people who were retested.

Recovered person tests positive for COVID-19 as cases rise to 142 in Merced County

Confirmed coronavirus cases in Merced County rose to 142 on Sunday, six weeks after the first report of a county resident testing positive.

Two new cases were reported in a Sunday afternoon update from the Merced County Department of Public Health. Of the confirmed cases, 60 are active while 79 people have recovered and three have died.

The number of recovered patients was reduced by one after a recovered person became symptomatic and re-tested positive for COVID-19, according to health officials.

Los Banos and Merced have the most positive cases reported with 38 each, according to the county Health Department figures.

A total of 16 cases have been reported in Delhi, with nine in both Atwater and Livingston. The communities of Gustine and Winton have both recorded eight cases, according to health officials.

There have been 53,949 confirmed cases and 2,190 deaths statewide, the county Health Department stated.

Cauliflower

Like broccoli, cauliflower is versatile and contains plenty of vitamins and minerals, says Stephanie Laska, co-author of “THE DIRTY, LAZY, KETO Cookbook.” She’s based in Turlock, California.

“It’s an inexpensive, versatile vegetable that can take on the flavor of a dish it’s part of or stand tall on its own,” Laska says.

There are a number of ways to prepare and serve cauliflower, including:

— Raw.

— Mashed.

— Roasted.

— Riced.

“One of my favorite ways to prepare cauliflower is also one of the easiest,” Laska says. Toss cauliflower florets with melted, unsalted butter, olive oil and salt and pepper onto a pan and roast for 25 to 30 minutes at 400 degrees Fahrenheit. Pull the florets out of the oven and dust them with Parmesan cheese and parsley flakes, then roast for another 5 minutes to melt the cheese.

Fire rips through Keyes egg plant

Strong winds helped fan the flames on a major fire that consumed a west Keyes agriculture industrial building used to process poultry eggs Thursday afternoon.

Multiple fire agencies including Ceres, Keyes, Hughson, Turlock and Modesto responded to the fire which broke at 12:59 p.m. at the Gemperle Farms facility on Bystrum Road south of Bronco Winery and east of Crows Landing Road. Flames broke out in the northern most of two buildings, sending up a large plume of smoke visible from Modesto to Delhi.

Gemperle Farms said they lost 280,000 chickens in the fire. No human injuries were reported.

“The building was completely involved when I arrived,” said Ceres Fire Battalion Chief Jeff Serpa, “so anything that was inside is going to perish.”
